Desktop usually refers non-portable, non-mobile devices and the technologies around enabling and using those devices, but includes such devices as laptop computers which generally run the same type of OS (Windows, Mac OS X, etc.) as desktop computers. Desktop computers allow software developers to make certain types of assumptions that can be more forgiving of the power and screen space allowed to use that software.
